Not sure exactly. It has to be at least 3 hp ;)

If you have a good running engine I know by WA state emissions that you will 
pass no problem. I had a Rabbit once with a 1.8 10.5-1 CR no knock sensor 
and a single DFAV 2 barrel progressive downdraught carb with one vacuum line 
(to the dist advance canister) and the readings on the CO were .02 % and 
thee HC was 25 ppm.

One sidenote: I just realized that someeone had meentioned to get a used ct 
from a junkyard. If you find one dont tell anyone cause it is against 
federal law to sell a used cat to the public. Punishable by a 10k$ fine I 
beleive.
