Have you looked at it closely?  Sometimes they will stick if the pads are worn out.  Also check and make sure it has both pads- It happens; I don't know why, but I saw it once.
Most people just replace rear calipers when they have problems because usually it's the Ebrake that is causing the problem and nothing can be done for that.
