Yes.  You can use just about anything that will hold the tensioner still.
I bought my belt from Potterman so I got the highly technical and
complicated tool he includes with the 16V timing belts(I'm kidding of
course it's  a basically a wire like thing for a beetle I believe, but it
works great!).
