Like Aaron said, the higher wattage is for cars with a/c.
I don't see any reason why you can't run the higher wattage cooling fan
on a non a/c car..

I have both cooling fans, the one from my '79 Scirocco non a/c and the
one from my RIP '84 Scirocco a/c,
