(Tech - Jetta) Headlamp washers

Hi people

I have a 83 Jetta Gl with headlamp washers
One works, one doesn't
The non-working one is the one closest to the pump/reservoir
There is one pump so that works fine, the hose goes past the non-working 
washer so one assumes no blockage.
NO water at all comes from the washer - It is bone dry

I noticed that they need the lights on before they spray - Is there a switch 
which tells when the lights are on. Are they seperate for each washer?

Anyone?

83 Jetta (Cheap, cheerful and being civilized)
00 Fiesta 1.3 Zetec (Utter rubbish except the steering wheel)
