[non-roc] Jetta lights

A friend of mine has an 86 Jetta GL and his passenger side low beam won't
come on...high beam is fine, low beam is not.  New lights, checked the
fuses, but the light still doesn't work. I suggested to check out the wiring
to see if there is a short or something.  Anyone think of anything else that
it could be???
