hooked up the audi cpr.. still hesitating..

Hrmm.. ok i hooked up the audi5k turbo cpr and the car actually hesitates
more than it did before. i hooked up a volt meter to the O2 and when it
hesitates it's at about .84v.. that's strange. i thought the higher the
voltage the richer it is.. anybody have any suggestions? thanks ahead
