squeal, whine, etc.

I discovered a noise source last weekend, after attempting to fix what I
thought was its source.

There's this thin piece of stamped metal that's between the engine block and
the intermediate shaft timing belt pulley; I have a feeling I knocked it
last time I replaced my water pump. Anyway, it seems to be rubbing against
the back of the aforementioned pulley; if you press on the lower timing belt
cover, it stops for a while, then returns. What is that little piece of
metal for, besides annoying the crap out of me?

My 85 has an annoying squeal/whine which varies ptich depending on rpms.
Got any ideas what this could be?

Thanks,
