This is because one of the mounting clips for the baffle has come off,
allowing air to push the baffle flat against the rad.  They're supposed to
be mounted perpendicular to the rad, at the outer edges.  Remove it
alltogether - not having any baffle at all is better than having part of
your rad blocked off.  If you have a properly functioning thermostat and
heater system, there's no need for any rad covers with the kind of winter
temps seen in the TO area.
