Inspected & Running != $1000 Anymore

Whatever happened to the rule that a running inspected car is worth $1000?
There is a car dealership on Route 1 that has a LOT of cars for under $1000,
and they aren't that bad looking either!

Oh well, everything is getting cheaper these days!
