<x-flowed>Sounds to me like your load reduction relay has water in it or it just plain 
stuck on. Don't know what year your car is but I would suspect it's a MK1 
with a bad windsheild seal. If it is a MK1 then that realy would be located 
all the way to left and bottom of the fusebox. Try pulling this out and see 
if thee other stuff turns off.
No there isn't a valve in the engine to do what you are describing. What 
usually happens when you overfill your oil the oil will come out of the hose 
on the valve cover and soak your air filter. That can usually be a really 
big mess. HTH
