Umm, no. :-)

For solid lifters, (like the ones on 85 Scirocco's from the factory) they 
only tap if there is too lagre a gap between cam & shim. Check the gap 
and replace the shim with the correct thickness one. No new lifter is 
needed, and I doubt a new lifter would come with a shim as the "proper" 
shim varies from valve to valve. 

Now if the head has been replaced with a head from an RD motor (equipped 
with hydraulic lifters) then the tapping would indicate a worn out 
lifter, which would need to be replaced. $10 from potterman.
