Over Idling problem.....Throttle stuck? (Not)

I've narrowed my Idling Problem down to when the Heat is running in the
car..
The car idles as if the throttle is stuck and takes a few minutes for
the
idle to drop after it revvs up....

When the heat is not running, the problem does not appear...

I also replaced the fuse for the A/C relay which I took out since the
compressor
seemed to be running no matter what setting the fan vent was set on,
even
when it wasn't set for A/C and just Heat....
I seemed to have solved the switch problem, but the "Over Idling"
problem
still remains and I'm wondering if removing that fuse from the A/C relay
would have anything to do with it...?
