<x-flowed>I believe a later car like a Tornado Red 16v would have a clear coat.  I 
don't know if you can do anything to a clear coat once the outer layer is 
shot.  That's the bummer about clear coated cars, with the enamel paints you 
can just take off a layer or two.  The clear coats generally crack beneath 
the surface and make the car look dull.  And there is no way to make it 
shine again other than sanding it all off and repainting it.

If its original factory paint it should be a single stage enamel. No
clearcoat. At least mine was. Take a commercial buffer with course grit
compound to it then finish it off with some finer grit finishing liquid.
Then hand rub some polish then wax. Alot of work but should restore
paint to at least semi-new. Or burn it down to the metal. Be careful and
do the entire car. Or take to body shop and let the pros do it.
