I tried out all those tests regarding the fuel pump relay you suggested. 
They all passed.

The black wire coming from knock box #24 powers the entire CIS-E computer 
system. That wire should be hooked up to terminal #15 somewhere. I have it 
relayed and fused to battery power once the ignition switch is turned on.

Here's the odd thing:

The fuel pump should be priming and fuel pump relay clicking when the 
ignition is turned on.

In reality, the fuel pump only primes when power is REMOVED from the 
computer system (!!!). What up with that?

As in.. I turn the key on and nothing happens.

I *disconnect* power from the CIS-E harness and the fuel pump relay clicks 
and the fuel pump primes.

This is just plain odd.

In a somewhat related subject, because the Scirocco just won't run, and 
since the Oldsmobile is falling apart at an increasing rate, I'm about to go 
pick up a $200 Subaru wagon for the winter. It's 4wd! Any synchro conversion 
possibilities? =)
