If you run your car towards the top of the revs and you also have fueling and 
cams that work up there too I belive its worthwhile . And dont forget to have 
a better flowing exhaust too . 
A friend has one on his golf and his peak HP is a full 1000 rpm higher than 
mine . 

The reason behind our smaller ones it to improve the low end torque we 
Americans love so much
