  if i remember correctly (from when i tried to install cruise control)
there are a couple of tabs that stick down from the steering wheel that
contact a ring around the column. try taking the steering wheel off and
cleaning the connections and, at the worst case, replacing the steering
wheel. however, try less expensive and/or drastic means first.
