If you're the proprietor, first check your insurance coverage - most insurance
companies frown upon such "dangerous" sports.  

To get an idea of what is required, goto a local autocross.  I have no idea
where you're located BUT...  Your best bet is to ask the local sanctioning
body for assistance.  The lot itself is crucial but so is course design. 
While there are some books on autocross setup, etc, there's nothing like
real-world experience.
