more on my fuel pump dilema help please

ok i just removed the in-tank fuel pump..it looks brand spaning 
new..even as far as having aftermarket (non-factory style) screw-down 
hose clamps on everything. i guess i should test this thing before i 
swap out the lower pump part out of one that well i'm questionable, 
it had been sitting in a car for 3 years which i thought the shop had 
drained the gas tank...wrong! so it was nasty to say the least and 
took a while to clean up

soo....can i just wire this up to my car and stick it in a bucket of 
water? if it whines bad then thats the culprit that i heard..if 
not..then what, do i remove the stuff under the gas tank? of course i 
will let it dry out overnight of it seems to work properly pumping 
water..just didnt know if it rquired pressure on the return or the 
ball lifted a certain height etc...
