dude, same tyhing happened to me, refuse. I even had shitty 
Progressive. get your insurance policy, read up where you refuse 
settlement value. I had the option to hire an independent appraiser, 
and they did too, and we split the costof a 3rd if those 2 couln't 
agree. I gathered up all my recipts, the appraiser came over added 
50% of all aftermarket parts and my new paint job, noted that it was 
a 'racing/show car' that is a hot 'trend' in california and other 
parts o the nation causing the value of the vehicle to be higher than 
blue book at the current market. I got $4,500 for my 16v.
