installing a new oil pump



i just installed a brand new factory VW oil pump among other things and
when i started the car for about 30 seconds at idle, I wasn't getting ANY
oil pressure. 
I started it again for about 20 seconds and revved it to 1500rpm and still
didn't get any oil pressure. 
I had the correct amount of 30 wieght oil in there and the pump,
distributor and intermediate shaft were installed correctly..  Before I
even thought about putting the new pump in, I checked the gear lash and the
axial play in the gears per the bently and they were all in spec.
I checked the Bently and in no where does it say you have to prime the oil
pump or anything. 

I took the pump out and turned it in a drill press and got no suction. I
was able to get suction if I filled the pump with oil from the top and then
started turning it but I dont understand. The first time I put a new pump
in I didn't have this problem. With the first pump I could turn the
intermediate shaft by hand and have pump work.

Any clues? has anyone else ever had any problems installing a new oil pump?
