I think you are thinking of ceramic coating.....

Powdercoating is similar to painting.....   a negative (?) charge is applied
to the part and the paint is actually a powder that is electrically
attracted to the part...  then baked, where the power "melts" and forms an
attractive coating that is shiny and very chip resistant.
