BTW, his engine must be solid lifters, having a 'J' cam, as there isn't one
for the hydraulic head.

If I remember right, your car is an '87 8v, right? Then it's a solid
lifter, as far as I know. Sounds like your mechanic doesn't know VW's.
There isn't an obvious place to put shims in. You have to either take out
the cam or get a special tool to compress the valve springs.
