I do believe it was a dealer ADD-ON here in the US.  Mine was put on at 
purchase by a dealership & was placed under the hazzard light and even though 
I've only seen a couple others, they were all here as well.  I'm not quite 
sure where you're talking about by the shifter.  HTH
