'85 GTI motor

I've noticed that the '85 Scirocco motor has identical characteristics 
to the '85 GTI motor save in one category, compression. This results in 
ten additional hp, which would be nice to have. Why is this? Is it 
because of dished cylinders, or is it just because of different heads?
