Fuel Transfer Pump Issue

Hi Folks,
Just an observation about the fuel transfer pump - I replaced it in my
Passat over the weekend.  Never had to do the job on my Roc, but I
assume it is the same.

I am a bit surprised at the electrical connection inside the tank - it
is just a regular two prong knife blade connector.  Depending on the
fuel level inside the tank sometimes it
will be submerged and sometimes not.

Now I know that there must be three things present for combustion: fuel,
oxygen, and a spark  I beleive that it is exposed to oxygen when the
tank is less than full.  Is a spark impossible?  Never heard of a
problem, but why?  What about TWA 800?

Insight appreciated.
