Well 170 hp should definitely be attainable with a modded 2.0L 16v.  It just
depends what you are ready to do.  Squeezing that much out of a 2.0L will
make the car a little less streetable, maybe too much so if it's your daily
driver.  But if you dont care about that, then yes, a 2.0L with cams, ported
and polished head, port matched manifold, header, exhaust....  should be
around that mark.
    On the other hand, there is not really much out there in the way of
turbo systems for 16v cars.  And the ones that I'm aware of are all made for
motronic equipped cars.  Turbo systems can also be a pain in the ass if you
are not willing to take the time to fiddle with them, sort out all the
problems (you will have problems) and get it to run like clockwork.  But if
you are able to make that sacrifice, then you will definitely be rewarded
with nice power.  And probably a more streetable car.  Oh, and very
impressed looks when you pop the hood :)

        you should be able to do either option for the money you have, maybe
more, maybe less, depends on where you want to take it, and how far you are
willing to go.
