The '86-'88 16V came with 123 hp in the US(and Canada I guess).  European
16V's had 129hp.   If you get a Euro intake cam that will bring you up to
the Euro specs.  From there a K&N airfilter, with swiss cheesed airbox,
and
performance exhaust will give you some power.  Of course, a good thorough
tune up can help a lot if the car isn't in tune now.
