What size rims do you have and are you just looking for tires to get you
from point a to point b?  Are you looking for any performance type tire? 
Most of the major tire brands make some tire that will get you from here
to there with good tread wear, a lot depends on what you want out of the
tire.

You should at least replace the cracked spring.  Make sure it is the
spring that is cracked and not the powdercoating.  With a cracked spring,
it shouldn't really drive okay, it should lean a little.  When replacing
the spring, you should also check the upper strut bearings.  If when
looking at them in the engine compartment and there is a gap between the
silver top and where the rubber is, you should replace them.  Same labor
as doing the spring and you need to get an alignment after either one
also so save yourself the time.  Whether or not to get the lowering
springs depends on your answer to number 5.  If you are going to keep the
car, do the lowering springs and probably replace the shocks at the same
time.  If you are going to just keep it and drive it, keep the
maintenance to a minimum to keep your costs down.

Just remove the inner plastic fender lining and you can remove the
antennae from there. Relatively easy job.

The car could be a great car, just depends on if you want a 16v or not. 
If you do, then keep maintenance to a minimum and save your ducats. 
However, this car can be made to perform just as well as the 16v with
some modification, which will also take care of some of the maintenance.
