Furthermore, VW used to have "new owner cards" that you could mail in to
VW. If you send this or a letter (with the VIN) stating that you
purchased the car, VW will inform you if a particular recall was not
taken car of.

Recalls cover the car no matter who owns it, aren't they all tracked and
recorded by VIN #??

I think anyone with the car can take it to a dealer and get the work done
if
they find it hasn't already been done.

That was what I understood, if anyone knows differently please educate me
