Seat belt bolt

Has anyone tried to replace the seat belt latch by the seat....  mine
seems welded onto the chair...  i have been hammering all night on the
bolt and it still refuses to come off.... tried soaking the bolt with
liquid wrench last night but it made no difference...  help!!!!  i need to
put my chairs in soon....
