cold starting

Hello everyone!  I'm not sure if this topic has been covered, but I have
problems starting the car, particularly in the cold.  Often, I've found
that if I turn the key 10-15 times to pump fuel into the engine, without
cranking, it'll start up easier.  Does anyone else have this problem?
Could it be my fuel pump or filter?  Thanks for any help.
