He easily could have lost some of the teeth of the bottom of the belt where
it goes around the crank pulley or the intermediate pulley.  Try putting the
car in neutral and turning the cam with 19mm so you can inspect the whole
belt.  Turn the cam pulley toward the front so that you don't accidentally
loosen the nut.

this is for a friend, driving along today his car just died, no sound
nothing, when starting the car you can hear a whiiizzzzzz,
and the alt and ac/water/powersteering pully belts move but the
timing belt doesn't budge. he was running the cover off, maybe
somethign fell in and jammed? the belt is tight....any clues? can the
crank pullys come loose?
