    There are 4 terminals on the high beam flasher switch, the one on the
steering column, and they are as follows:

   Terminal 30  - Power straight from battery so you can flash your  
   Red wire       brights without having the lights on.

   Terminal 56  - Power supplied to either high or low depending on
   White w/Blk    position of the switch.  This terminal only has power
                  when you turn on the headlight switch.

   Terminal 56a - Output to the high beams
   White wire

   Terminal 56b - Output to the low beams
   Yellow wire

In low beam conditions terminals 56 and 56b are connected, but once you
click your flasher switch once the connection to 56b is broken and now 56
is connected to 56a (high beam).  Terminal 30 is used so you may hold 
the high beam flasher switch and have juice going to the high beams, all
without having to have the lights on or the car running.  

In order to keep the lows on with the high beams, you simply need to put a
jumper wire between terminals 56 and 56b.  This way when you have your
lows on and switch to the highs, the jumper still completes the circuit
for the low beams even though the switch has been set on high beam.  In
order to do this mod you *MUST* have relays installed cuz if you dont you
are likely to toast your switch.  As long as you have relays on either
high or low beams or both, you are safe.

To do the jumper I simply took a 4 inch piece of 14 guage wire and
stripped both ends of about 1/4".  I then inserted both ends of the
wire into the back of the black plug on terminals 56 and 56b.  I used
a tie-wrap to hold it firmly into place so it wouldnt wiggle out but
I recommend using an inline fuse so as not to short any wires or blow
your headlight fuses should it work its way free and touch ground.
Obviously you need to use a fuse that is slightly smaller in amperage
compared to your headlight fuse so if it does ground, it blows that
one instead of your headlight fuse.  And, since you are doing this mod
only when you have relays installed (on low beams), hardly any juice is
going through the switch anyways so you can use a low rated fuse.

As far as wiring colors are concerned, I own a 79 Scirocco but it seems to
me that VW may have used the same color combinations for most of their
VWs, at least my friends 91 GLI appears to have the same color code.
Anyways, I can be sure that ya'll have the same color code but I am
willing to bet that you do.  Okay, have it folks!

  Yuppers.  Have you traced your wiring at all to find out if it is indeed
the switch or if it is a loose wire?  Now that you know which wire is
which you should be able to use a meter on it to see if it does indeed get
juice on high beam.  HTH....
