This is part of the smog system, crank case fumes get recycled into the air
intake to be conbusted. Since a bit of oil vapor is part of the normal cam
operation it tends to condence on the inside of the air intake box.

This is somewhat normal if seemingly undesirable.

Cleaning it out prob. would not help a great deal but shouldn't hurt.
