There is this chemical stuff that the companies are keep a secret ingredient,
it inhibits rust by combining with the oxidized metal and forms an inert
compound. I have use two different brands of the stuff- it looks like Elmer's
Glue and found it to perform as advertised.

The folks who make Navy Jelly make one kind, not to be confused with Navy
Jelly itself which is acidic, but something else altogether. You apply it over
the metal that you have prepped by scraping it down with a wire brush. Don't
get it all shiny because a bit of the rust is used to support the chemical
reaction.

They claim you can sand it and paint over the top of it and it will inhibit it
from coming back.

Check it out. Even if you get a pro to do the work you may want to incorporate
it into the plan.
