Unless it's a california car, it has no cat.

1978 & 1979 49 state cars had no cats . . .

Check also the catalizer on the exhaust, it is probably jammed!
if the engine temperature goes too high, it can be that. Had
that probleme with my old GTI 86, so I took off the catalizer.
