seat latch does not function

hey all,

my 87 scirocco's driver side seat latch does not work. by pullin on the
latch, the seat no longer flops over.
any thoughts on what could be wroing? i have looked in the chilton and
haynes manuals, but these seem to provide no help whatsoever.
what do i need to do?
