I have done this exact conversion, and you will need one more piece. 
The universal shaft for a manual steer Scirocco is different from 
both a power Scirocco, and a manual Rabbit. The length from the 
steering column to the rack is different between the two cars, and 
the input of the rack is different between the two racks. You CAN NOT 
make anything but the right one work. They will lock up and be very 
dangerous. 
     You must replace the rack all the way out to the hubs, as the 
tie rods are different, and I think I had to remove one of the tie 
rods off the power rack to get it out, but did not have to remove one 
off the manual, as it is physically smaller. Do not forget to 
reattach the small wire on the rack, it is the ground wire for your 
horn.
