Well, in my 117hp Scirocco that weighs 2250lbs, Ive got the 0.71 5th gear
with a 3.89 R&P with 195/50R15's and at redline, I can do 172 mph. That's
the math of it. The reality of it is  120-125 mph is tops baby. Not
enough power. Simple as that my friend. Im not calling you or the guy
with the said car a liar, either. I think that there is some confusion
going on because I don't care who you are, with only 75hp, your never
gonna see 150 mph. Or, he may have been telling one of those tall tales?
Anything is possible. 

Even with the Pottermans estimated 150hp at the crank, his top speed is
131mph.

I completely disagree with the remainder of your posting. Even if it were
just a motor and tranny on wheels, 150 just isn't gonna happen with 75hp.
Nada, nope, aint gonna happen. I just cant see it happening with the info
we have seen. Hes GOT to have some engine mods. Hes got to have ALOT of
engine mods to see 150mph. Simple as that. Gearing does matter, but the
prime factor is HP!
Id love for the owner to get on the list and maybe explain with more
details as how he is able to accomplish this feat. Im quite interested!
