mystery part

I have part #533 857 943 sitting on my desk right now; I found it under the
driver's seat of my '82 when I did the initial purchase clean out this
spring.  I think I have another one from the last '82 I owned around
somewhere, which I found in the same location.  What the heel is it?

It's a molded black plastic which appears to be a cover for something.  It
appears that it would fasten to whatever it covers by means of a 2" long x
0.5" dia. tube which separates into four flanged prongs (one is broken off)
at the end.  The tube is set into a 2.5"x2" rectangle which has a grained
finish on what I presume would be the visible side.  This grained finish
continues on the two panels which come off two adjacent sides of the
rectangle and which are themselves connected.

It sure looks like an interior piece, but I can't find a piece of the
interior that it appears to need to be stuck into.  Anybody???
