It works the same on 8V and 16V (1982-1992).

Once you unscrew the screws (they will be obvious) and remove the speedo
cable (from underneath), the instrument cluster sits on a "hinge": at the
bottom and you can pull it toward the drivers seat (toward you) as alfred
said.(if you want want, you can remove it completely at this point, but
you must first unplug the cluster plugs on the bottomof the tach/speedo)
. Just move slowly and if you run into probs, check to make sure no wires
are hung up.

They can be a bit of a pain.

    On my 86 16v, I was able to do it by taking out the screws that hold
in the trim plate(2 at the top), disconnecting the speedometer cable,
and then pulling the cluster GENTLY out of the dash just enough to get
access to the lamps.  They twist out with a little effort.  Be careful,
as the circuit board/panel/almost paper-thin part they are in is
fragile.  Still, it was easier than replacing the ones on my 85 Golf. 
That was a real pain, as I had to remove the lower trim panel and...oh,
I don't even want to get into it.  You might remove the negative battery
cable if you are concerned.  Good Luck!
