you make breathing/performance mods - which John has done)

That tool is just a plug. pull it out then insert the allen wrench!!
 Then after you adjust it (if you dare) make sure you get mixture
checked. But remember you should rarely have to adjust your mixture, so
maybe the problem is somewhere else.
