Frequency valve?

OK guys I need to know what exactly the frequency valve does.  My
wonderful Haynes manual forgot to mention it in either the electrical or
the fuel chapters leaving me confused and unable to check it.  So yup, if
you could give me a clue as to the proper checking method I would
apprecite that as well.
