Very true. The oil does take longer to heat than the water.  This
furthers my point because if you are experiencing an over heat situation
in the engine the water temp will indicate before the oil temp.  You are
wise for not taking your engine into high revs until the oil gets hot. 
Also, the difference between race and street application changes my
answer.  For race (or highly modified street) I would not go without an
oil temp, but normal street driving I would choose water over oil temp.
