Any place that supplies automotive paint should have some brand of plastic
dye. 
"Sem Plastic & Vinyl Color Spray" in "Satin Black" is what I used.  I first
lightly sanded the bumpers, cleaned them well with Sem Plastic Prep, and
then sprayed them.  If you're going to do this, take the bumpers off the
car or mask very well.  There was a lot of overspray (misc. crap that was
all over the floor where I did it... oops!)
