Idle stabilizer?

Slow throttle response is the delay in opening the throttle to the engine
responding. Your describing something else.  
For example, a pro street drag car revs quickly and "de-rev's" almost
just as fast. 
("RRRGGGGHHHHH-GGGHHHHAAAAA!")
Your saying your car takes along time to "de-rev", right?
