Somewhere between the battery and the guage you have a high resistance
connection or two. The fact that the guage reads correctly connected to the
battery proves it's not in the ground to the guage. Look at fuses for
corrosion, connectors, etc. It could also be a fairly large current draw on
the circuit you have the guage connected to.

Hooking a relay between the battery and the hot lead to the guage, and
turning the relay on with the ignition would give proper readings at the
battery, but overlooks the problem you have now..
