Illinois now has something similar - anyone under 21 who gets caught with
booze or drugs can lose their license until they are 21, then it's a
hearing, I think to get the license back. Also, in January, there's a
'graduated' license system starting - BIG penalties for young drivers,
tapering off over 21. We are also getting super nitpicky about blood
alcohol. (except if you are a drunk cop!!!) Sign of the times...
