You may have lost a major connection at the back of the relay panel.
There are multipin connectors which plug in the back, and I have had
some of these go bad.  I discovered this when I was replacing the fuse
and relay panel (out of frustration) with a new one.  I was able to get
replacement connector pins for these connectors, and regained use
of my rear defroster, as well as more consistent function of intermittent
wipers.  The one for the defroster had smoke the plastic around it,
creating a hole like a rat through a loaf of bread. :)

It may be worth looking into if there is no supply voltage avail at each relay.
